Who We Are

 Howard County Sheltered Services Board was established in 1984 with the passage of a special property tax levy. The Board of Directors fund services for eligible persons of all ages with developmental disabilities.  Potential board members submit an application to the County Commission.

Composition of the board of directors must meet the statutory requirements of the enabling legislation. Additionally, persons appointed to the board must comply with the provisions of the bylaws of the board and policy. As appointees of a statutorily created entity with broad powers, board members have certain fiduciary duties, which require that they conduct themselves without conflict to the interest of the agency they serve. At least two of the nine members shall be related by blood or marriage within the third degree to a person with developmental disabilities.  Conflicts of interest are not prohibited, but disclosure is critical. Disclosure should not be construed as creating a presumption of impropriety or as automatically precluding someone from participation. Rather, it reflects the recognition of the many factors that can influence one's judgment and a desire to make as much information as possible available to other participants. Potentially conflicting interests may relate to programs and services or operations, such as contracts with third parties.

Our History

Howard County Sheltered Services Board was established in 1984 with the passage of a special property tax levy, commonly called SB40. This tax was set specifically to fund services for eligible persons of all ages with developmental disabilities.

For many years it was known as Howard County Association for the Handicapped. During those years the board of directors was very diligent in saving the money for the county, while funding such requests as matching dollars for the transportation grants through MoDot, vacation and camp trips, and recreational activities. As the times and funding sources changed, so did the way the board did business.

One of the first steps in this area was to begin providing match dollars for Medicaid waiver services. That allows us to “buy” services at forty cents on the dollar, and it is easy to see that in this way we can secure many more service hours for Howard County citizens with developmental disabilities.

Sometime shortly after that the actual name was changed to represent both the intent of the legislation that allows each county to tax itself and the persons who benefit from the services purchased on their behalf. The Howard County Sheltered Services Board is what followed.

From 2007 to July 2017 the board has contracted for administrative services. Through this process we have been able to achieve

An annual published statement of funds
An annual report that improves every year- we can now report on how many people received services, what kinds of services were purchased, and the total dollars spent in each area
A set agenda posted in our community
Processes in place for the business portion of the board work
Policies and procedures are in place
An application for Board appointment that can be forwarded to the county commissioners for their approval and appointment
TCM or local based Service Coordination began in January 2011

Changes in Federal Legislation required all entities providing services and targeted case management to become conflict free.  In order to keep services in Howard County the Sheltered Services Board made the decision to no longer use an administrative service.  We have instead hired an Executive Director who will be responsible for administrative duties of the Board and oversee Targeted Case Management in Howard County.
